Foreigners desiring to enter Morocco must hold a passport or any other valid document recognized by the State as a travel document (Law n° 02-03, dated 11 November 2003, related to foreigners’ entry to and stay in Morocco).

- Travel documents of the citizens from countries subject to the visa formality must bear visas delivered by Moroccan authorities.

- The stay in Morocco for tourism shall not exceed three months for foreigners exempted from the visa formality. Others, however, must not overstay their visas.

- Foreigners desiring to prolong their stay in Morocco must apply for the permission of the competent Moroccan authority (Directorate General of National Security).

- Foreigners desiring to exercise a professional activity may apply for a registration card.

A- For visitors arriving to Morocco within the framework of a package tour:

· Valid passport, covering at least the period of stay in Morocco.

· An identity card would exceptionally suffice for citizens of the European Union provided the tour be organized by a travel agency for groups of more than three persons, having a reservation form issued by their travel agency in the name of a Moroccan correspondent.

NB: Visitors bringing in their pets must produce certificates attesting to their exemption from diseases. Anti-rabies certificates must be issued at most six months before the entry, while other certificates must be issued at most six days before.

B- Visitors arriving to Morocco individually, in couples or in groups must hold passports or any other valid document recognized by the State as a travel document.

In conformity with the provisions stipulated in the aforementioned law, the travel documents of visitors subject to the visa formality must bear payable visas, delivered by the Moroccan authorities.

After the payment of fees, visas are delivered upon the presentation of the following documents:

- Application form duly filled.

- Identity card and residence permit

- Valid passport.

- 3 photographs.

A- Customs formalities:

To ensure a smooth passage through the customs, two distinct areas were established:

· A green area: reserved for visitors having nothing to declare to customs.

· A red area: reserved for visitors having items to declare to customs.

B- Duty-free items which may be imported without declaration:

In conformity with the recommendations of the international conventions on the free movement of persons and the temporary admission of the items they bring, and within the framework of the action carried out by the Moroccan Administration to receive tourists ( as well as Moroccans living abroad) desiring to spend their holidays in Morocco, visitors shall benefit from temporary admission regime, which allows the importation of goods while suspending the fees and taxes applicable to them.

Only personal use items can benefit from this regime.

Non-residents can thus import the following items:

· Clothes for personal use.

· Tobacco (200 cigarettes, 100 cigarillos, 25 cigars, or 250 grammes of assortments).

· Alcoholic drinks ( 1 liter bottle).

· Jewelry, perfumes (150 ml) and toilet water ( 250 ml).

· Souvenirs, presents whose value should not exceed 2000 DH.

· Camera, camcorder, binoculars or CD player.

· Tape recorder, radio, TV, camera, typewriter or calculator, portable computer, mobile phone.

· Sport fittings

· Musical instrument

· Bicycle, tandem, bicycle having an auxiliary motor.

However, non-residents must re-export these items at the end of their stay.

These provisions do not concern students and itinerant dealers.

C- Animals and products subject to special formalities:

- Visitors must produce certificates attesting to the exemption of their pets from diseases.

- Vegetable products: phytosanitary certificate.

- Endangered species of wild fauna and flora (Washington Convention): CITES certificate, delivered by the Directorate of Waters and Forests.

- Hunting arms and their ammunition: authorization of the National Security Services required.

- Medicines:

· In small quantities for personal use: the signature of an affidavit available at the customs offices, accompanied with medical proof (medical certificate, prescription, etc), required.

· For purposes other than personal use: the authorization of the Ministry of Health required.

D- Forbidden items:

Following are the items that cannot be imported:

· Arms and ammunition.

· Drugs.

· Books, printed matter, audio and video cassettes and any immoral items liable to cause a breach of the peace.

E- Means of transport:

- The Moroccan Administration allows the temporary admission of non-residents’ vehicles for a period of 3 months. However, these vehicles should be used for tourism only (and not as a means for transporting goods having a commercial character).

- To respond to some visitors’ desire to spend Christmas in Morocco, it was decided that visitors who have already benefited from the temporary admission regime during the current year be allowed to bring in their vehicles starting from 20, December of the same year. However, the second period of admission shall be deducted from the following year.

F- Non-residents may export:

· Without formalities:

- Products of Moroccan origin (craft industry, etc) acquired locally. No value has been fixed.

- Souvenirs.

- Ornamental, fossiliferous or semi-precious stones (should not exceed dozens).

· With formalities:

- Objets d’art and antiques: authorization of the Ministry of Culture required.

NB: Given that no exhaustive list can be established for the aforementioned items, their quantities and values should be assessed according to the social status of the visitors concerned as their passports or any other indicator might reveal. In case of reluctance, the customs services must examine whether the requirements enumerated above are met. If so, the items should be admitted.

G- Currency and exchange:

- Morocco’s national currency is the Dirham (DH). The Dirham is divided into 100 centimes. It is strictly forbidden to import or export the Dirham.

- Non-resident foreigners may freely exchange the imported currency at the banks or at the authorized institutions (hotels, bazaars, etc).

- If they exchange their currency, they should keep the exchange slip. This document may be useful for an eventual exchange of Dirhams.

- If they wish to re-export all or part of the currency they import, they should sign, at their entry, a declaration of the importation of means of payment.

No certificate of vaccination is required for travelers coming from Europe or America.

Anti-cholera vaccine may be required for travelers coming from afflicted zones.

Anti-malaria vaccine is not necessary.
